After 1880, the population of Boulder was approximately 3,000. This growth rate remained very slow, though. The town was incorporated in 1871. The population has remained relatively static for the last century. As of the 2010 Census, the population in Boulder City stands at 2,287. However, the town's population had risen to over 34,000 by 1890. The Boulder City Town Company was established in 1871, which lowered the cost of lots to attract more people.

The city's growth was fueled by industries like space, the National Bureau of Standards, and Beech Aircraft Corporation. Its population doubled in just thirteen years, and its employment and retail sales increased more than four hundred percent. In the same time period, Boulder's assessed value rose by 400 percent. The IBM plant, located on the Boulder-Longmont Diagonal, sparked the growth and cemented Boulder's status as a high-tech hub. In 1893, the city's voters approved the sale of intoxicated beverages, allowing Boulder residents to drink beer and wine.
