Duluth is located in Minnesota's 8th congressional district. Its representative is Pete Stauber. The city has a mayor-council form of government and is home to Emily Larson, the first female mayor of the city. Former mayor Samuel F. Snively was the longest-serving mayor in Duluth history, serving from 1921 to 1937. His legacy includes many parks and the Skyline Parkway. Larson took office in 2016.

In 1916, the city's shipyard was built along the St. Louis River, and a workers' neighborhood called Riverside was created. Similar industrial expansions took place in Duluth during the Second World War. Duluth's large harbor was put to good use for the war effort, and the city's population reached its peak in 1960, with 107,884 people.

Since the early twentieth century, Duluth has remained one of the most popular places in the United States for Americans to live. The Skyline Parkway, which starts at Becks Road, stretches the length of Duluth City and offers incredible views of Lake Superior and the Aerial Lift Bridge.
