A natural log jam obstructed the Red River, and Captain Henry Miller Shreve led the United States Army Corps of Engineers' effort to clear it. Captain Shreve used a specially modified riverboat, called Heliopolis, to cut through the natural log jam. The resulting town is named after him.

In 1860, the city had a population of approximately 2,200 residents. Of these, about 1,300 were slaves and the rest were free. The city had a significant disparity in the race of its citizens. Among white residents, only 18.1% were black, while 29.1% were Hispanic. In the city, there were a total of 2,028 free residents and about 1,300 slaves.
